Most developers do not know the stock market; most market analysts cannot write a program. Most people building software for institutions do not know how government actually works. I have worked in all of these fields at once for thirty-five years.

The two feed each other. The value weighting in the maturity engine and the standard-deviation threshold in the churn model are methods borrowed from finance; without that domain knowledge those systems would not have been built correctly.

Which public-sector systems are behind that experience?
At TKİ (2005–2008): a sales management information system tracking roughly $1 billion a year of coal sales live, plus dealer management and document tracking systems. At TKDK (2008–2018): payroll for about 2,000 staff across head office and 42 provinces, online application and placement for 6 exams between 2009 and 2011, integrations with 5 public agencies (MERNIS, SGK, ÖSYM, the Treasury and the Ministry of Agriculture), and the institution’s first website. Back at TKDK in 2023: a specialist administering the institution’s ERP system and building desktop tools that query it (including IPARD budget tracking) until March 2026, and head of the Management Information Systems Unit since March 2026.
